If you are comparing construction companies in Rwanda, you probably need more than a builder. Most projects also need drawings, a permit, materials and the right machines at the right time. Kigali Construction brings these together: construction, architecture and design, building materials supply and equipment hire, with written quotes, payment linked to progress and regular updates from site.

Whether you are building a family home in Kinyinya, adding a floor in Kicukiro, putting up rental units in Kanombe or need a concrete mixer for Saturday's slab pour, you can use one service or all of them.

Planning a build? Start with the guides

Two questions come up before almost every project:

How we work

  1. Tell us about your project using the form below.
  2. Site visit and brief. We look at the plot, access, slope and drainage and discuss your needs and budget.
  3. Design and permit, if you need them, prepared by registered professionals.
  4. Quote and plan. A bill of quantities, a total price and a stage by stage programme.
  5. Build and report. Photos and short progress updates at each milestone.
  6. Handover. Snag list, as-built drawings and support for the occupancy permit.

What to look for in a construction company

Choosing a contractor is the biggest decision in your project. Whoever you choose, check these points:

  • [ ] A written contract based on drawings and a detailed bill of quantities
  • [ ] Payments tied to completed stages, not calendar dates
  • [ ] Clear statement of who buys materials and to what specification
  • [ ] Whether the price includes VAT (18 percent at the standard rate)
  • [ ] Drawings signed by professionals registered with the Rwanda Institute of Architects or the Institution of Engineers Rwanda
  • [ ] A named person responsible on site every day
  • [ ] A plan for site safety, including helmets, boots and safe scaffolding
  • [ ] Inspections requested on time through Kubaka

Building in Kigali: what is different

Kigali is a good place to build, but it has its own rules and conditions that shape every project.

The master plan and zoning. The Kigali Master Plan 2050 sets what can be built where. Single-family homes are allowed in R1 zones, for example, but not in R2 and R3 zones, which are meant for row houses and apartments. Check zoning before you buy land.

Physical plans. In residential zones, permits are only issued once an area's physical plan, with roads and basic services, has been approved. The City approves new residential sites in phases.

Hills and soil. Many plots in areas such as Rebero, Kagarama, Gisozi and Nyamirambo are steep. Good design and the right excavation equipment save money and reduce the risk of landslips.

Two rainy seasons. Rains fall mainly from March to May and September to December. We plan excavation, concrete and roofing around them.

Rainwater harvesting. It is mandatory for all buildings under the 2019 Rwanda Building Code, and checked before the permit is issued.

Material prices. Prices of cement, steel and blocks rose sharply during the 2025 construction boom. We quote current prices and plan purchases by stage.

Why one team for design, materials and equipment

Most delays on Kigali building sites happen at the hand-offs: drawings that do not match the bill of quantities, materials that arrive late, or a slab pour waiting for a mixer. When the same team prepares the drawings, orders materials by stage and books the machines, those gaps shrink. You also get one point of contact, one set of documents and one programme that everyone works from.

That does not mean you have to use everything. Many clients already have an architect, or are managing their own builder, and simply need reliable materials delivery or equipment for a few days. Each service stands on its own.

Frequently asked questions

Can you handle a project from design to completion?

Yes. We can coordinate design, the Kubaka permit application, materials, equipment and construction through to the occupancy permit, or help with just one stage, such as drawings, a materials order or a mixer for a slab pour.

Do you work outside Kigali?

Our focus is Kigali's three districts, Gasabo, Kicukiro and Nyarugenge, and nearby districts such as Bugesera, Rwamagana and Kamonyi. Tell us your location in the form and we will confirm.

How do I get an accurate quote?

Share your plot location, drawings if you have them, the size of the building and your budget. For construction, a site visit and a bill of quantities are needed for an exact price. Materials and equipment can usually be quoted from a list.

How do I choose between construction companies in Rwanda?

Ask each company for a written contract, a detailed bill of quantities, payment stages linked to progress, and who will be on site daily. Check that drawings are signed by professionals registered with RIA or IER, and visit work in progress where you can.

Do I need a permit before building?

Yes, most buildings need a permit through Kubaka, the online system that replaced BPMIS in April 2025. Building without one can mean a stop order and fines starting at RWF 300,000 for a small house. Our permit guide explains each step.

How much does it cost to build a house in Kigali?

As of October 2026, industry estimates range from about RWF 300,000 per m2 for basic finishes to RWF 600,000 or more for high-end homes, before land, design and connections. Our cost guide includes worked example budgets.
